Job Description
Responsible for the procurement process and supply of all direct electrical and electronic parts in his commodity from supply chain companies and internally produced components/vehicles with high quality, state of the art manufacturing technology and for competitive cost. The Technical Buyer deploy and act based on the agreed purchasing strategy and he ensure that the necessary local content rate for his commodity is reached.
Forecast level of demand for products
Keep constant check on inventory
Conduct research to ascertain the best products state of the art technologies and suppliers in terms of best value, delivery schedule and quality
Manage escalation procedures and define solutions to keep the supply chain functional
Ensure plant part, hardware and software supply for new projects
Liaise between suppliers, manufacturers and relevant internal departments, customers and stakeholders
Build and maintain good relationships with new and existing suppliers
Define and deploy supplier development activities together with the Quality department and plant quality, participate at supplier escalation meetings.
Negotiate and agree contracts, monitoring the quality of service provided on monthly basis
Maintain records of goods ordered and received
Process payment and invoices in time
Forecast price trends and their impact on future activities
Provide sourcing recommendation to the sourcing committee
Develop and propose the purchasing strategy for the commodity
Produce reports and statistics using computer software as requested
Evaluate bids and make recommendations based on commercial and technical factor
Ensure suppliers are aware about business objectives
Support the development department in developing technical specifications for issuing and awarding bids.
Release new supplier for RFQ process together with the Parts Quality Team
Manage technical changes in terms of cost and implementation timeline
Manage and control the agreed local content rate and consistently analyze potential for LC increase within his commodity.
Ensure annual price reduction (savings) by conducting cost down, lean manufacturing or other initiatives at suppliers
Ensure KPIs are met by working to the overall plan, including management of, and reporting
Report on achievement of targets and identify any actions required
Financial and Budget Control
Input and hold responsibility for purchasing budgets
Responsible for achieving budget and forecast for his products
Prepare the annual budget and forecasts and all Capital Expenditure proposals as well as ensuring compliance with legal standards. Manage the budget from identification to completion of projects
Interfaces Internal - External
Development department, E-lab, production, plant quality, logistic, HR, other departments as needed
Government authorities, supplier, development- and engineering supplier, OEM’s, external consultants, legal adviser
Other departments as needed
Supervisory Responsibilities
The function does not contains supervisory responsibilities.
Report to: The Technical Purchaser / Buyer reports to the Commodity Leader
Job Requirements
Master, Bachelor or similar degree in a relevant engineering field with min. 5-10 Years experience in purchasing or supply management. Experience gained within automotive OEM or T1, T2 organizations is an advantage.
CIPS diploma or ISO 20400 certification preferred, electronic background including SMT,PCBA, IC, BGA technology etc.is desired for the E- buyer.
Used to work in complex cross functional matrix organizations
Profound knowledge of blueprint (technical drawings) reading
English fluent, speaking, writing, reading, any further language skills is of advantage
Experience with ERP systems ( SAP, Oracle) and profound knowledge of office software
